Raji is the leader of the People's Republic of Hollywood.

Filled with hate for both the HCC and the God's Militia, Raji has founded the Republic in the Hollywood Cemetery, to provide a place for the homeless and runaways to call home. It isn't much, but it works. Trouble is, since Raji is just one man with no weapons, his wards tend to get the short end of the stick as far as Hollywood is concerned and end up as junkies or worse, slaves.
The player can rescue Josie from the Junkie Camp in Hollywood sewers, with an entrance hidden down in Hotel California. Take her to the Cemetary camp with Raji, this will highly impress Raji, he will start calling you "Pigs with a good heart", and give you the skill book "Escape Artistry For Assholes" granting +1 Lockpicking skill.
